Headshaking can be caused by a number of reasons, and sadly more often than not it is incureable... although it could just be related to pain. have you had his back and teeth checked?
other causes could be - pollen sensitivity, increased nasal sensitivity, liver disease (causes itchy scabby nose), flies and jaw pain.

Pollen and dust is also another reason why many head shake(although if you horse head shakes all year round i doubt the problem is to do with pollen). Many horses have been found to only shake their heads when in association with a particular trigger factor, it could be only on sunny days when he shakes (pollen, kigh sensitivity, midges, flies) or when it's windy or rainy. You need to find out what this trigger factor could be, and try find a way around it. It could also be because the horse is working at high intensity which sometimes can cause the odd head shake now and again! Hope this helps :) x

My mum's horse used to head shake and it was mainly flies landing on his nose. We go him a nose-net and that helped allot.
